I would say ALWAYS buy Redanian Herbal, Cherry Cordial and Mandrake Cordial, which allows you to craft White Gull. I try to upgrade/create everything I can as soon as possible. I spend most of my money at alchemist/herbalists to be fair. Dressed to Kill is a DLC trophy(Blood&Wine), so only worry about it if you have it.
